Democracy
There is a large spectrum of formally democratic governments in Asia. Alongside India, now Afghanistan, Pakistan, and Thailand have also held democratic elections. Even in China there is a talk of a Chinese-style development of democracy. Often however, formally democratic institutions are undermined by traditional social structures. Modernity and traditions are in a constant state on tension. The Heinrich Böll Foundation supports local partners who contribute to strengthening public participation, pluralism, and the rule of law. We support journalists in Thailand, lead conflict management training with minorities in India, and offer further education for young political leaders in the tribal areas of Pakistan and southeastern Afghanistan.
Gender
Most women in Asia are the losers of their countries’ transformation processes. While political and economic systems are changing, the structural discrimination of women continues. The Heinrich Böll Foundation tries to increase women’s political influence through legal consultation for women in Afghanistan or women’s radio stations in Cambodia. Female Afghan parliamentarians are in regular contact with our office in Kabul to expand networks within which contact can be made and international exchanges organized. Our program in India and China study the effects of free trade agreements in Asia, with a particular focus on the division of labor between men and women.
Environment
The nearly irreversible destruction of ecosystems in large areas of Asia has led to the migration of local populations and major environmental catastrophes. It is unusual for governments to take responsibility for finding effective solutions to these problems. The main energy carrier is still coal. Nuclear energy, as an allegedly climate-friendly form of energy, is becoming increasingly important. The Heinrich Böll Foundation lead educational campaigns that endorse in particular the future of renewable energies and encourage critical debate on the use of atomic energy. In Thailand, the Foundation assists an energy networks that advocates a higher percentage of renewable in the energy mix and also backs the newly founded Nuclear Monitoring Watch Network. The Foundation encourages international exchange by, for example, dialogues between high-ranking Indian and European decision-makers on the future of international climate policy.
